Engaged Universities
The "products" of the HPO are students trained in disciplines suited for Department of Defense, NASA, and Industry. It is their services that support activities for products to happen.
All HPO participating Universities and Colleges have equal status regardless of size or classification. Accordingly, if the contractor or grantor requires that an HBCU or MI be designated as the recipient of a contract or grant, the HPO will select one of the participating institutions as the Lead Institution for the contract or grant. Otherwise, the HPO will secure the contract on behalf of all participating institutions. The Lead Institution serves as the conduit for work or task orders to be distributed to the institutions for completion and delivery of goods.
The Lead Institution subcontracts with the HPO, which utilizes all the resources, personnel, and expertise of the remaining institutions to do contract or grant work. Lead Institutions will be fiscally responsible for contracts and support all HPO schools performing under current contract(s), provided adequate funds are available.
All participating HPO institutions receive an “institutional stipend” as an equitable distribution of funds for involvement with contracts and grants based on the contract/grant requirements and level of participation.
